Without the geas/enchantment Odin places on it, I’d guess yes. After the requirement is put in place… I think it depends on if you mean my incarnation of Lorna as I write her into my MCU fics, or if you mean her in comics and if the latter case, which incarnation of her in comics.
I’d say as the kid she is in my fics… possibly? She has a kind of innocence and a true well-meaningness, as well as a genuine lack of malice that means she might be considered worthy by the hammer/Odin’s enchantment. With powers or without, I think she might be able to.
Comics incarnations… it would depend on the incarnation. And so, in that case, I’d recommend asking @salarta, who seems to know quite a lot about Lorna, after they helped out with the last question I got regarding her and her powers.

I actually didn’t have an answer until I ran a search, and I only have that answer based on Magneto having the exact same power set. According to someone else, 616 Magneto can’t lift it if it’s on the ground, but can manipulate it if it’s in the air, while Ultimate universe Magneto was able to lift it.
Based on that, Lorna should also be able to influence Thor’s hammer in the same way.
